Background
HODI is implementing a multi-year project aimed at strengthening community resilience, social cohesion, and inclusive development in cross-border and climate-vulnerable areas of northern Kenya. The project is implemented in partnership with VSO and CDG with funding from ADA.
Purpose of the Role
The Project Officer will provide technical, operational, and coordination support to ensure effective planning, implementation, monitoring, safeguarding, and reporting of project activities at field level. The role requires strong engagement with communities, local authorities, partners, and internal teams, and serves as a critical link between HODI and communities. The officer will also support documentation, compliance, and asset accountability in line with organizational standards.
Project Planning and Workplans
- Collaborate with the project team to prepare and regularly update monthly and quarterly project workplans.
- Support preparation of scopes of work for project activities and related interventions.
- Maintain a personal monthly workplan.
Project Implementation
- Support day-to-day implementation of project activities across target locations.
- Facilitate and participate in community meetings, workshops, and related project interventions.
- Ensure implementation aligns with donor requirements, organizational policies, and local regulations.
Reporting, Monitoring and Learning
- Prepare high quality activity reports and related supporting documentation.
- Collect routine monitoring data and maintain updated activity records.
- Contribute to preparation and submission of periodic project progress reports.
- Document lessons learned, best practices, and implementation challenges and how they are overcome or managed.
- Support external monitoring and evaluation and related activities and visits when required.
Safeguarding, Coordination and Community Liaison
- Serve as a link between HODI and local communities, leaders, and government departments.
- Coordinate effectively with partners, volunteers, and service providers at project level.
- Strengthen community participation and accountability mechanisms.
- Support implementation of safeguarding standards and act as a first point of referral for field-level safeguarding concerns.
- Promote gender inclusion, conflict sensitivity, and accountability.
- Ensure compliance with internal policies and grant agreement.
Supervision and Team Support
- Provide day-to-day technical support to volunteers.
- Contribute to team coordination and internal communication on activity progress.
Administrative and Financial Support
- Ensure timely submission of activity documentation and accountability records.
- Follow up on supplier invoices related to project activities in coordination with finance staff to ensure timely processing of payments.
Procurement and Organizational Processes
- Participate in procurement processes as required, including evaluation of quotations for project-related purchases above defined thresholds.
- Ensure timely documentation and compliance with procurement procedures.
Asset and Information Management
- Maintain responsibility for assigned organizational assets including laptops, office equipment, and field materials.
- Ensure proper storage, maintenance, and security of assets and confidential project documents.
- Maintain organized physical and digital filing systems for project information.
Vehicle and Field Safety Responsibility
- Promote safe use of organizational vehicles and adherence to safety rules during activity travel.
- Support enforcement of basic safety and risk-mitigation measures.
- Bachelor’s degree in a relevant field.
- At least 3 years of relevant experience in project implementation with NGOs or development projects, preferably in arid or cross-border contexts.
- Demonstrated experience supporting technical project activities at community level.
- Excellent report writing and documentation skills.
The ability to speak or understand one of the spoken languages in Moyale Sub County will provide an advantage.
Strong understanding of the socio-cultural context of Marsabit County is also important.
