Horn of Africa Development Initiative (HODI) invites qualified consultants and consulting firms to submit quotations to conduct the Annual Evaluation of our Mala Marii project. The evaluation will assess the project’s progress, effectiveness, outcomes, and learning.
Project Background
The Mala Marii Project is a 3-year community resilience initiative implemented in Sololo and Butiye wards of Moyale Sub-County, Marsabit County. The project, funded by ForumCIV, empowers communities to become resilient in a changing environment and targets 4,830 community members.
The project employs two complementary approaches:
- Community Managed Disaster Risk Reduction (CMDRR): Strengthening community knowledge on climate change, vulnerability assessment, risk mapping, and the development and implementation of community action plans.
- Community Dialogues: Monthly dialogues bring together diverse community members to discuss cross-cutting issues, promote cohesion, and act collectively on priority concerns.
Project Goal and Outcomes
The project’s goal is to build the capacity of communities to become resilient enough to plan for and overcome their challenges and development gaps.
- Outcome 1: Enhance the knowledge of communities to understand and organise themselves on issues to deal with climate change so as to cope with the effects of climate change and other shocks from unprecedented disasters.
- Outcome 2: Enhanced capacity of the community to adapt to socioeconomic shocks caused by climate change related issues.
Purpose of the Annual Evaluation
The evaluation aims to:
- Assess progress against project goals, outcomes, indicators, and workplans.
- Evaluate the relevance, effectiveness, efficiency, and sustainability of interventions.
- Document lessons learned and recommendations.
- Provide a clear assessment of emerging impact and resilience outcomes.
The evaluation should be completed by December 20, 2025, including all final deliverables.
Expected Deliverables
- Inception report with detailed methodology and evaluation tools.
- Field data collection including FGDs, KIIs, and document reviews.
- Draft evaluation report.
- Validation workshop with HODI and community facilitators.
- Final evaluation report including findings, outcome analysis, stories of change, and recommendations.
Required Consultant Qualifications
- Demonstrated experience evaluating community-based resilience, CMDRR or climate adaptation projects.
- Experience working in ASAL regions or pastoralist cross-border contexts.
- Strong analytical and mixed-methods evaluation skills.
- Familiarity with governance, civic engagement, and community-driven development.
- Proven ability to produce high-quality, evidence-based evaluation reports.

Interested consultants should submit the following:
- A technical proposal (methodology, tools, workplan).
- A detailed financial quotation (all-inclusive).
- CV(s) of consultant(s).
- Two sample evaluation reports conducted in the past 3 years.
- Legal and compliance documents.
