IPDHE, funded by the Austrian Development Agency (ADA), is a flagship cross-border project implemented in partnership with VSO as the lead partner and the Centre for Development and Governance (CDG). It is implemented across Moyale and Sololo in Kenya, and Moyale and Miyo in Ethiopia, targeting more than 157,000 people.
The project addresses long-standing conflict, weak local governance, drought vulnerability, and limited social cohesion by working directly with communities, indigenous institutions, and government.
Project Goal
To reduce conflict and enhance resilience and peaceful co-existence among cross-border communities along the Ethiopia–Kenya border.
Project Outcomes
- Improved human capabilities and social assets to reduce vulnerabilities that drive and result from conflict and weak social cohesion.
- Strengthened capacities and agency of indigenous institutions, peace and disaster risk reduction (DRR) committees, and local CSOs to collaboratively address fragility.
- Increased responsiveness of regional, national, and local governments to local peace, cohesion, and inclusion priorities.
Key Achievements
🌍 Strengthening Community Resilience
- 193 peace committee members trained across 11 locations in conflict resolution, conflict analysis, and community action planning.
- 11 community action plans developed and handed over to the County Government of Marsabit.
- 60 goats restocked in two locations to help drought-affected households recover livelihoods.
- 4 community groups supported with in-kind business start-up items (tents, construction materials, household goods).
- 10,000L water tanks installed in four drought-prone areas; 50,000L water trucked during drought periods.
- Over 320 people trained in peacebuilding, safeguarding, and resilience.
👥 Empowering Youth and Volunteers
- 121+ youth participated in voluntary community service including peace dialogues, street cleaning, and sports for peace.
- A cross-border youth peace football tournament was held with 39 volunteers participating.
- 82 community leaders and youth champions trained on advocacy, entrepreneurship, and leadership.
- Formation of a Moyale Youth Assembly as a platform for civic engagement.
🕊️ Enhancing Cross-Border Peace Structures
- Sololo–Miyo Cross-Border Peace Committee formed and trained with representatives from Kenya and Ethiopia.
- Moyale-Moyale Cross Border Peace Committee engaged in peace dialogues and training activities.
- Regular joint dialogues and exchange visits between communities across the border, improving cooperation and trust.
🏛️ Institutional and Government Engagement
- Support the drafting and finalization of the Marsabit County Peacebuilding and Conflict Resolution Bill (2023).
- Policy review workshops at sub county, County and cross border levels leading to refined key issues affecting cross border communities.
- Office space renovated and equipped for the Moyale Council of Elders by the project.
- Capacity of officials built on gender, conflict sensitivity, disaster risk reduction, and inclusion.
